Electric scooters with motor propulsion
HSN 8711 60 20 (Electric scooters) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), with import of new vehicles restricted to 18 designated ports under DGFT Notification 18/2015-20 and DGFT Notification 59/2023. Compliance with the Motor Vehicles Act, 1988, homologation or type-approval requirements, right-hand drive specification, and kilometre speedometer standards applies as mandatory customs-clearance conditions under ITC (HS) Conditions 1, 2 and 7 to Chapter 87.

The most frequent error on this tariff line is assuming that any major Indian seaport qualifies for vehicle import. Port eligibility is exhaustively enumerated — not illustrative — and diversion to an unnotified port, even with full homologation compliance, renders the consignment non-clearable and subject to re-export at the importer's cost. Second-hand electric scooters face a stricter carve-out: they are channelled exclusively through Mumbai port under ITC (HS) Condition 1, and no other designated port may be substituted.
