Motorcycles with 50-250 cc internal combustion piston engine
HSN 8711 20 29 (motorcycles with cylinder capacity exceeding 50 cc but not exceeding 250 cc) is subject to ITC (HS) Restricted-import policy administered by the Directorate General of Foreign Trade (DGFT) under Conditions 1, 2 and 7 of Chapter 87, including a designated-port restriction and Motor Vehicles Act, 1988 homologation compliance. Second-hand vehicles under this tariff line are restricted to Mumbai port only.

- 1Ensure the consignment arrives only through a designated port or airport notified under DGFT Notification 18/2015-20 and DGFT Notification 59/2023-24. Permitted seaports include Nhava Sheva, Mumbai, Kolkata, Chennai, Ennore, Cochin, Kattupalli, APM Terminals Pipavav, Krishnapatnam, Vishakhapatnam and Mundra; permitted airports are Mumbai Air Cargo Complex, Delhi Air Cargo and Chennai Airport; permitted ICDs are Talegaon Pune, Tughlakabad, Faridabad and Garhi Harsaru. - 2Obtain and produce a Homologation Certificate (or Type Approval Certificate per Condition 7 of Chapter 87) confirming compliance with the Motor Vehicles Act, 1988 and Motor Vehicles Rules, including right-hand drive configuration, kilometre speedometer calibration and head-lamp photometry standards. - 3If importing a second-hand motorcycle under this tariff line, note that Condition 1 of Chapter 87 restricts second-hand vehicle imports to Mumbai port exclusively. The most frequent error on this tariff line is booking the shipment to a technically listed port — such as an ICD — without first confirming that the specific ICD is notified for vehicle imports under DGFT Notification 59/2023-24; not all ICDs in the list accept all vehicle categories, and an incorrectly routed consignment faces detention, demurrage and ground rent while a port-diversion request is processed. Homologation documentation, right-hand drive confirmation and head-lamp photometry evidence must be ready before vessel departure — customs verification at the port of entry is substantive, and post-arrival rectification is not available for non-conforming technical specifications.
