Motorcycles with 50–250 cc internal combustion engine
HSN 8711 20 19 (motorcycles with an internal combustion piston engine exceeding 50 cc but not exceeding 250 cc, residual category) is subject to ITC (HS) Restricted-import policy administered by the Directorate General of Foreign Trade (DGFT) under DGFT Notification 18/2015-20 and Notification 59/2023, including designated-port and homologation requirements. Import of new vehicles is permitted only through 18 notified seaports, airports, and inland container depots; second-hand vehicles are restricted to Mumbai port only.

The most common error on this tariff line is filing a bill of entry at a port that is valid for general cargo but not notified for vehicle imports — resulting in consignment detention and demurrage while re-routing is arranged. The port restriction under DGFT Notification 59/2023 applies to new vehicles; second-hand motorcycles face an additional single-port restriction (Mumbai only) under Condition 1, and importing a used vehicle through any other notified port triggers a separate ITC (HS) violation independent of the homologation compliance position.
