Motorised cycles with engine capacity not exceeding 50 cc
HSN 8711 10 20 (Motorised cycles) is subject to ITC (HS) Restricted-import policy administered by the Directorate General of Foreign Trade (DGFT) under Conditions 1, 2 and 7 of Chapter 87, with import of new vehicles permitted only through 18 designated seaports, airports and ICDs. Compliance with the Motor Vehicles Act, 1988 and its Rules — including homologation or type approval, right-hand drive configuration, kilometre speedometer, and headlamp photometry — is verified at the point of clearance.

- 2Present a valid Homologation Certificate (or type-approval documentation per Condition 7 of Chapter 87) confirming right-hand drive configuration, kilometre speedometer, and headlamp photometry compliance under the Motor Vehicles Act, 1988 and its Rules. The most frequent compliance failure on this tariff line is conflating the general designated-port list for new vehicles with the narrower Mumbai-only restriction applicable to second-hand vehicles. An importer routing a used motorised cycle through, say, Nhava Sheva or Chennai on the strength of the 18-port list will face detention, demurrage and ground rent while the consignment awaits a DGFT policy determination — and re-export is the typical outcome where Condition 1 non-compliance cannot be cured at the point of entry.
