Mopeds
Mopeds with engine capacity not exceeding 50 cc
HSN 8711 10 10 (Mopeds) is subject to ITC (HS) Restricted-import policy administered by the Directorate General of Foreign Trade (DGFT), with import of new vehicles permitted only through 18 designated seaports, airports, and inland container depots notified under DGFT Notification 18/2015-20 and 59/2023. Compliance with the Motor Vehicles Act, 1988 and Rules — including homologation or type approval, right-hand drive configuration, and kilometre speedometer — is verified by customs at the point of entry.

- 1Route new moped consignments exclusively through one of the 18 designated ports: seaports — Nhava Sheva, Mumbai, Kolkata, Chennai, Ennore, Cochin, Kattupalli, APM Terminals Pipavav, Krishnapatnam, Vishakhapatnam, or Mundra; airports — Mumbai Air Cargo Complex, Delhi Air Cargo, or Chennai Airport; or ICDs — Talegaon Pune, Tughlakabad, Faridabad, or Garhi Harsaru. Consignments arriving at any non-notified port are liable to detention and re-export.DGFT Notification 18/2015-20 dated 12-07-2018 · DGFT Notification 59/2023 dated 12-02-2024 · ITC (HS) Chapter 87 Condition 1
- 2Ensure each unit carries a valid homologation certificate or type approval document satisfying Condition 7 of ITC (HS) Chapter 87, and that the vehicle is right-hand drive with a kilometre speedometer and photometry-compliant headlamps meeting Motor Vehicles Act, 1988 requirements. Customs will verify these at the bill of entry stage before out-of-charge.Motor Vehicles Act, 1988 · ITC (HS) Chapter 87 Conditions 2 and 7
The most common error on this tariff line is treating homologation and type approval as interchangeable end points: Condition 7 of ITC (HS) Chapter 87 treats type approval as a permitted alternative only where a full homologation certificate is not available, and customs officers at designated ports verify which track applies. Separately, second-hand mopeds are channelled exclusively through Mumbai port under Condition 1 — routing a used vehicle through any other notified port, even those listed for new vehicles, triggers detention and re-export.
