HSN 8708 70 00 (road wheels and parts and accessories thereof) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 16192 (Parts 1, 2 and 3) for two-wheeler, three-wheeler, e-rickshaw and e-cart wheel rims, or to IS 9436 for all other vehicle categories, is mandatory under the ISI Mark Scheme with effect from 22 December 2023 under the Automobile Wheel Rim Component (Quality Control) Amendment Order-II, 2023, pursuant to S.O. 3227(E) dated 21 September 2020 as amended.

- 2Verify the supplier's CM/L licence number, licensed product scope (vehicle category, rim size, manufacturing facility), and current validity on the BIS online register before placing the purchase order. The single most common error on this tariff line is treating IS 16192 as a single-standard obligation and overlooking its three-part structure — a CM/L for Part 1 (two-wheeler rims) does not cover Parts 2 or 3, and a licence against IS 9436 is entirely inapplicable to two-wheeler, three-wheeler, e-rickshaw or e-cart categories. A scope mismatch between the imported rim category and the licensed standard cited on the bill of entry results in consignment detention even where the supplier is otherwise BIS-licensed.
