Engine-fitted chassis for passenger vehicles up to thirteen persons
HSN 8706 00 21 (chassis fitted with engines for vehicles transporting up to thirteen persons including the driver) is subject to the ITC (HS) Restricted-import policy administered by the Directorate General of Foreign Trade (DGFT), with port-of-entry restrictions and homologation requirements under the Motor Vehicles Act, 1988. Import is permitted only through notified seaports, airports, and Inland Container Depots as specified under DGFT Notification 18/2015-20 and DGFT Notification 59/2023.

- 2Obtain and present a Homologation Certificate (or Type Approval under ITC (HS) Chapter 87 Condition 7) certifying compliance with the Motor Vehicles Act, 1988 and Rules, including right-hand drive configuration, kilometre speedometer, and photometry of head lamps. The most common error on this tariff line is conflating the new-vehicle port list with second-hand entitlements: the 18-port notified network applies to new chassis only, and second-hand engine-fitted chassis are confined strictly to Mumbai port under Condition 1. Shipping a second-hand chassis to any other notified port — even Nhava Sheva or Chennai — constitutes a Restricted-import breach and attracts detention, demurrage, and potential confiscation under the Foreign Trade (Development and Regulation) Act, 1992.
