Compliance steps
  1. 1
Route the consignment only through the notified ports: seaports — Nhava Sheva, Mumbai, Kolkata, Chennai, Ennore, Cochin, Kattupalli, APM Terminals Pipavav, Krishnapatnam, Vishakhapatnam, or Mundra; airports — Mumbai Air Cargo Complex, Delhi Air Cargo, or Chennai Airport; or ICDs — Talegaon Pune, Tughlakabad, Faridabad, or Garhi Harsaru. Arrival at any unnotified port renders the consignment liable to detention under the ITC (HS) Restricted-import conditions.

  2. 2
Ensure the chassis carries a valid Homologation Certificate or, where Condition 7 applies, a Type Approval Certificate, and that the vehicle configuration is right-hand drive with a kilometre-calibrated speedometer and head lamps meeting Indian photometry standards, as verified under the Motor Vehicles Act, 1988 and Motor Vehicles Rules.

  3. 3
If the chassis is second-hand, import is restricted exclusively to Mumbai port under ITC (HS) Chapter 87 Condition 1. New chassis may use any of the notified ports listed above; second-hand consignments diverted to any other notified port are treated as a separate ITC (HS) policy violation.

A word of counsel

The most common error on this tariff line is conflating the general port-restriction list with the second-hand-vehicle restriction: new chassis may arrive at any of the 18 notified locations, but second-hand chassis are limited to Mumbai port alone under Condition 1. An importer who consigns a used chassis to, say, Nhava Sheva faces both detention and an ITC (HS) policy violation even though Nhava Sheva appears on the notified list for new vehicles.

Frequently asked
Does HSN 8706 00 19 require BIS certification?
No, no BIS Quality Control Order covers chassis fitted with engines under this tariff line. Import is governed by the Directorate General of Foreign Trade ITC (HS) Restricted-import policy under Conditions 1, 2 and 7 of Chapter 87, with port-restriction and homologation requirements enforced at the bill of entry.
Which ports are notified for import of chassis under this HSN, and does the list differ for second-hand goods?
New chassis may be imported through any of the 18 designated seaports, airports and ICDs notified under DGFT Notifications 18/2015-20 and 59/2023; second-hand chassis are permitted only through Mumbai port under ITC (HS) Chapter 87 Condition 1.
What happens if the Homologation Certificate is absent or the chassis does not meet Indian photometry or speedometer standards?
Customs will withhold out-of-charge until compliant documentation is produced; persistent non-compliance results in consignment detention, demurrage, and potential re-export or confiscation under the Customs Act, 1962 read with the Motor Vehicles Act, 1988.
