HSN 8706 00 11 (chassis fitted with engines, engine capacity not exceeding 1,800 cc) is subject to Directorate General of Foreign Trade (DGFT) Restricted-import policy conditions 1, 2 and 7 of Chapter 87 of the ITC (HS) Schedule. New-vehicle chassis imports are permitted only through 18 notified seaports, airports and inland container depots under DGFT Notification 18/2015-20 and DGFT Notification 59/2023, with Motor Vehicles Act, 1988 homologation and right-hand-drive compliance required at the bill of entry.

The most frequent error on this tariff line is conflating the 18-port list for new chassis with the more restrictive single-port rule for second-hand goods. A second-hand chassis routed through Chennai or Nhava Sheva — both notified for new vehicles — is still a policy violation because condition 1 of Chapter 87 confines second-hand imports to Mumbai port exclusively, and the distinction is applied at out-of-charge, not at arrival, leaving the importer exposed to demurrage and ground rent while seeking a remedial order.
