The most common error on this tariff line is applying the new-vehicle policy conditions (2, 7 and 9) to a consignment that customs classifies as a used or second-hand vehicle, which is exclusively governed by the more restrictive Policy Condition 1. Any vehicle that has been registered, operated, or titled abroad — even briefly for testing — risks reclassification as used, triggering Policy Condition 1 enforcement, potential detention, and re-export at the importer's cost.
