Integrated monocoque vehicle, non air-conditioned
Diesel bus, non air-conditioned, integrated monocoque body
HSN 8702 10 12 (Integrated monocoque vehicle, non air-conditioned) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), with new vehicle imports governed by Policy Conditions 2, 7 and 9 of Chapter 87. Second-hand or used vehicles are subject to Policy Condition 1 of Chapter 87, and registration of all imported vehicles must comply with the Central Motor Vehicles (Eleventh Amendment) Rules, 2018.
- ITC (HS) policy declaration from DGFT
- Vehicle registration compliance from MoRTH
- Exemption certificate from DGFT
- 1Determine the applicable Policy Condition before filing the bill of entry: new vehicle imports must satisfy Policy Conditions 2, 7 and 9 of Chapter 87; second-hand or used vehicle imports must satisfy Policy Condition 1 of Chapter 87. Exemptions under Policy Conditions 3, 4, 5, 6 and 11 must be documented and submitted at the bill of entry stage.ITC (HS) import policy, Chapter 87, Policy Conditions 1, 2, 3, 4, 5, 6, 7, 9 and 11
- 2Ensure the imported vehicle complies with registration requirements under the Central Motor Vehicles (Eleventh Amendment) Rules, 2018 (GSR 870(E) dated 13-09-2018) where the importer is a manufacturer, authorised representative, organisation, or citizen importing for personal use, demonstration, testing, research or scientific purposes.GSR 870(E) dated 13-09-2018 · DGFT Notification 14/2015-20 dated 28-08-2019
- 3For vintage motor vehicle imports, note the amendment to Policy Condition 1(iii) under DGFT Notification 58/2024-25 dated 07-02-2025, which classifies vintage motor vehicles as Free for import by actual users. Confirm the vehicle qualifies as a vintage motor vehicle under the amended condition before applying the Free-import status.DGFT Notification 58/2024-25 dated 07-02-2025
The most common error on this tariff line is conflating the new-vehicle regime with the second-hand or used-vehicle regime: Policy Condition 1 governs used vehicles exclusively and carries materially different documentation and eligibility requirements from Policy Conditions 2, 7 and 9 applicable to new vehicles. An importer mis-categorising a pre-owned bus as new, or failing to document an exemption under Policy Conditions 3, 4, 5, 6 or 11, faces consignment detention and potential re-export at the importer's cost.
