HSN 8702 10 11 (Integrated monocoque vehicle, air-conditioned) is subject to ITC (HS) import policy conditions administered by the Directorate General of Foreign Trade (DGFT), with new vehicles governed by Policy Conditions 2, 7 and 9 of Chapter 87 and second-hand or used vehicles governed by Policy Condition 1 of Chapter 87. Registration of imported vehicles must comply with the Central Motor Vehicles (Eleventh Amendment) Rules, 2018 under GSR 870(E) dated 13-09-2018. The most common error on this tariff line is conflating the policy-condition track for new vehicles (Conditions 2, 7 and 9) with that for second-hand or used vehicles (Condition 1), which carries materially different documentation and eligibility requirements. An integrated monocoque bus presented under the wrong policy-condition track at the bill-of-entry stage is treated as a Restricted-import violation and triggers detention and potential re-export, not merely a correctable misdeclaration.
