HSN 8701 30 11 (track-laying tractors of engine capacity not exceeding 1,800 cc) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), with new vehicles governed by Policy Conditions 2, 7 and 9 of Chapter 87 and second-hand or used vehicles by Policy Condition 1. The most common error on this tariff line is misclassifying a second-hand track-laying tractor as a new vehicle, or vice versa, which routes the consignment to the wrong Chapter 87 policy condition and triggers Restricted-import enforcement. The exemption conditions under Policy Conditions 3, 4, 5, 6 and 11 are vehicle-use and importer-category specific — applying an exemption without satisfying its precise eligibility criteria renders the import unauthorised, exposing the consignment to detention and re-export at the importer's cost.
