Other bogies and bissel-bogies
Bogies and bissel-bogies for railway or tramway rolling-stock
HSN 8607 12 00 (Other bogies and bissel-bogies) is subject to compulsory advance registration under the Steel Import Monitoring System (SIMS) administered by the Directorate General of Foreign Trade (DGFT), pursuant to Policy Condition 2 of Chapter 86 and DGFT Notification 33/2015-20 dated 28-09-2020. Importers must obtain an automatic SIMS registration number before the consignment arrives at the Indian port.
- SIMS registration number from DGFT
- ITC (HS) policy compliance from DGFT
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade.
- 1Apply for SIMS registration through the DGFT online system not earlier than 60 days before the expected date of arrival of the consignment. Pay the registration fee of ₹500 to obtain the automatic SIMS registration number, which remains valid for 75 days from the date of grant.DGFT Notification 33/2015-20 dated 28-09-2020 · DGFT Notification 28/2023 dated 28-08-2023
- 2Confirm whether the import attracts any SIMS exemption — re-import of steel goods solely for packaging purposes and DTA-to-SEZ-to-DTA transfers (with or without value addition) are explicitly excluded from the SIMS registration requirement. Document the applicable exemption ground at the bill of entry to avoid unnecessary registration.DGFT Policy Circular 38/2015-20 dated 19-01-2022 · DGFT Notification 19/2015-20 dated 07-07-2022
The minimum 15-day advance registration requirement under SIMS has been abolished, but the 75-day validity window of the registration number is firm — importers who apply too early relative to the vessel arrival date find the registration lapsing before out-of-charge, requiring a fresh application and fee. Apply for SIMS registration as close to the 60-day mark as vessel scheduling allows, and verify that the registration number remains live on the date the bill of entry is filed.
