HSN 8607 11 00 (Driving bogies and bissel-bogies) is subject to compulsory registration under the Steel Import Monitoring System (SIMS) administered by the Directorate General of Foreign Trade (DGFT) under Policy Condition No. 2 of Chapter 86 and DGFT Notification 33/2015-20 dated 28-09-2020. The most common error on this tariff line is allowing the 75-day SIMS registration validity to lapse between the registration date and the actual date of arrival of the consignment. Because registration can be applied for no earlier than 60 days before expected arrival, mistiming the application against a delayed vessel schedule can leave the importer with an expired number at port, resulting in detention and demurrage until a fresh registration is obtained. SEZ-to-DTA re-imports and steel-for-packaging re-imports are excluded from SIMS, but those carve-outs do not apply to driving bogies imported as original equipment.
