Carbon brushes for electrical purposes
HSN 8545 20 00 (carbon brushes of graphite or other carbon, with or without metal, for electrical purposes) is not covered by a Bureau of Indian Standards Quality Control Order and carries no Partner Government Agency clearance requirement at the tariff-line level. Import follows the standard customs procedure: Importer-Exporter Code (IEC), bill of entry, commercial invoice, packing list. Other articles of graphite or carbon classified within Chapter 85 — such as carbon electrodes or battery carbons — may attract distinct compliance under their respective tariff lines.
The principal importer risk at this tariff line is misclassification: carbon brushes incorporated into or supplied alongside finished electrical machinery may be re-assessed by customs against the machinery heading, which can carry compliance obligations of its own. Retrospective re-classification triggers detention pending resolution and potential duty recovery. Confirm that the goods are imported as discrete carbon brushes, not as parts of a specific regulated assembly, before relying on the absence of compliance at this line.
