The single most common error on this tariff line is presenting a CM/L licence for the correct IS number but the wrong part or voltage class — for example, a CM/L covering IS 1554 (Part 1) up to 1100 V applied to a consignment of IS 1554 (Part 2) cables rated at 6.6 kV. Each IS part and voltage band requires its own, separately scoped CM/L; customs officers verify the product's rated voltage against the licence scope at port, and a mismatch triggers detention regardless of whether the manufacturer holds other BIS licences.

Does a single CM/L licence cover all cable types and voltage classes from the same manufacturer?
No. Each CM/L is scope-specific by IS number, part number, voltage class, cable construction, and manufacturing facility. A manufacturer supplying both IS 1554 (Part 1) and IS 7098 (Part 2) cables must hold separate CM/L licences covering each standard and part.
Are there port or TRQ restrictions that apply in addition to BIS QCO compliance?
Yes. Sri Lanka ISFTA imports must enter through specified ports under Chapter 85 policy condition 2. Copper-product TRQ allocations under the revised India–Nepal Treaty for Chapter 74 and CTH 8544 items are administered by the Directorate General of Foreign Trade under DGFT Public Notice 17/2023.
