Ignition and vehicle, aircraft or ship wiring sets
HSN 8544 30 00 (ignition wiring sets and other wiring sets used in vehicles, aircraft or ships) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 694 for PVC-insulated cables and IS 9968 for elastomer-insulated cables up to 1100 V is mandatory under the ISI Mark Scheme, with the QCO notified under S.O. 189(E) with effect from 17 February 2003. Directorate General of Foreign Trade policy controls, including tariff-rate quota allocation for copper products under Chapter 74 and CTH 8544, apply as a separate customs-clearance overlay.

- 1Verify that the foreign manufacturer holds a current Bureau of Indian Standards CM/L licence against IS 694 (PVC-insulated cables) or IS 9968 (elastomer-insulated cables), as applicable to the cable construction being imported. - 2Ensure every cable and wiring set bears the ISI mark and the supplier's CM/L licence number. The single most common error on this tariff line is importing wiring sets that contain a mix of PVC-insulated and elastomer-insulated cables while presenting only one CM/L licence — covering IS 694 but not IS 9968, or vice versa. Customs examines the cable construction type of each conductor type in the harness; if any cable insulation type is not covered by the licence presented, the entire consignment is liable to detention. Obtain separate CM/L confirmation for each insulation type present in the wiring set before shipment, not at the port.
