Insulated winding wires, flexible cables and cable trunking systems
HSN 8544 19 90 (other insulated wires and cables) is covered by two Bureau of Indian Standards Quality Control Orders. Flexible cables for miners' cap lamps must conform to IS 2593:1984 under the Cables (Quality Control) Order, 2020 with effect from 21 January 2020; cable trunking and ducting systems must conform to IS 14927 (Part 2):2001 under the Electrical Accessories (Quality Control) Order, 2023 with effect from 01 July 2024. Directorate General of Foreign Trade policy controls on copper products under the India-Nepal TRQ and ISFTA port restrictions apply as separate customs-clearance overlays.
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade.
- 1Identify which QCO governs the specific product: IS 2593:1984 applies to flexible cables for miners' cap lamps under the Cables (Quality Control) Order, 2020; IS 14927 (Part 2):2001 applies to cable trunking and ducting systems intended for wall or ceiling mounting under the Electrical Accessories (Quality Control) Order, 2023. Confirm the product scope before proceeding with BIS licence verification.Cables (Quality Control) Order, 2020 · S.O. 294(E) dated 21-01-2020 · Electrical Accessories (Quality Control) Order, 2023 · S.O. 43(E) dated 01-01-2024
- 2Source only from a Bureau of Indian Standards CM/L-licensed manufacturer holding a current licence against the applicable IS standard — IS 2593:1984 for miners' cap lamp flexible cables, or IS 14927 (Part 2):2001 for cable trunking systems. Verify the CM/L number, product scope, and licensed facility on the BIS online register before placing the purchase order.Cables (Quality Control) Order, 2020 · S.O. 294(E) dated 21-01-2020; Electrical Accessories (Quality Control) Order, 2023 · S.O. 43(E) dated 01-01-2024
- 3Ensure every product bears the ISI mark and the supplier's CM/L number per Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018. Marking must appear on the product itself and not on packaging alone.Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018 · Cables (Quality Control) Order, 2020 · Electrical Accessories (Quality Control) Order, 2023
- 4Note the enterprise-size-based phased enforcement dates for cable trunking under IS 14927 (Part 2):2001: large and medium enterprises from 01 July 2024, small enterprises from 01 October 2024, micro enterprises from 01 January 2025. Confirm the supplier's enterprise classification before the purchase order to establish the applicable compliance date.Electrical Accessories (Quality Control) Order, 2023 · S.O. 43(E) dated 01-01-2024
- 5If the consignment comprises copper-containing conductors originating in Sri Lanka under ISFTA, ensure import is routed through the specified ports only, per policy condition 2 to Chapter 85. If covered by the India-Nepal TRQ for copper products, verify allocation and monitoring compliance with the Directorate General of Foreign Trade under DGFT Public Notice 17/2023.ITC (HS) policy condition 2 to Chapter 85 · DGFT Public Notice 17/2023 dated 22-06-2023
The single most common error on this tariff line is treating the two QCOs as interchangeable or assuming a single CM/L licence covers both product categories. A flexible cable for a miners' cap lamp falls under IS 2593:1984 and the Cables (Quality Control) Order, 2020; a cable trunking system falls under IS 14927 (Part 2):2001 and the Electrical Accessories (Quality Control) Order, 2023 — sourcing the wrong-IS CM/L for the actual product imported triggers detention regardless of whether a BIS licence nominally exists. Verify the product description, IS number, and licensed scope on the BIS register for each product line before shipment.
