HSN 8544 11 10 (enamelled winding wire of copper) is subject to the ITC (HS) Restricted-import policy administered by the Directorate General of Foreign Trade (DGFT), with a Tariff Rate Quota (TRQ) of 10,000 MT governing copper products under Chapter 74 and CTH 8544 for imports from Nepal under the revised India-Nepal Treaty. Articles of copper originating from Sri Lanka under ISFTA may be imported through Nhava Sheva, Chennai, Tuticorin, Cochin, ICD TKD, ICD Mulund, ICD Ludhiana, and ICD Pitampur only.

The most common error on this tariff line is overlooking the TRQ framework when importing from Nepal: the 10,000 MT annual quota is allocated and monitored by DGFT, not self-certified by the importer, and a consignment arriving without a valid DGFT TRQ allocation letter is treated as a Restricted-policy import without authorisation, attracting detention and re-export. The quota year and residual balance must be confirmed with DGFT before each shipment, as exhaustion of the TRQ mid-year leaves no alternative entry pathway.
