HSN 8541 59 00 (photovoltaic modules, bypass-diode-equipped) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 14286 (Part 1):2023 and IS/IEC 61730:2016 is mandatory under the Compulsory Registration Scheme with effect from 27 July 2025, by virtue of the Solar Systems, Devices and Components Goods Order, 2025. No separate customs-clearance overlay beyond BIS registration applies to this tariff line.
- 1Verify the foreign manufacturer holds a current Bureau of Indian Standards Compulsory Registration Scheme R-number against IS 14286 (Part 1):2023 for crystalline-silicon modules, or against IS/IEC 61730:2016 for thin-film modules. Confirm the R-number covers the specific module technology, model code, and manufacturing facility before placing the purchase order.Solar Systems, Devices and Components Goods Order, 2025 · S.O. 492(E) dated 27-01-2025
- 2Confirm which module technology applies — crystalline-silicon (IS 14286 (Part 1):2023 / IEC 61215-1:2021 and its Sections 1 to 4) or thin-film CdTe, a-Si, or CIGS (IS/IEC 61730-1:2016 and IS/IEC 61730-2:2016). The R-number must match the technology type of the shipped consignment.CCR: IS 14286 (Part 1):2023 and IS/IEC 61730-1:2016 and IS/IEC 61730-2:2016 applicable w.e.f. 27-07-2025 · S.O. 492(E) dated 27-01-2025
- 3Ensure every module bears the Standard Mark under licence from Bureau of Indian Standards as required by Scheme-II of the BIS (Conformity Assessment) Regulations, 2018. The Standard Mark must appear on the product; marking on packaging alone does not satisfy the obligation.Scheme-II of the BIS (Conformity Assessment) Regulations, 2018 · Solar Systems, Devices and Components Goods Order, 2025
- 4Quote the supplier's BIS R-number on the bill of entry and ensure the model code declared matches the R-number registration exactly. Customs verifies the R-number in real time against the BIS portal; a model-code mismatch, an expired R-number, or a technology-type discrepancy triggers consignment detention.S.O. 492(E) dated 27-01-2025 · BIS Act, 2016 · Customs Act, 1962
The single most common error on this tariff line is quoting an R-number registered against one IS standard when the consignment belongs to the other technology family — for example, presenting a crystalline-silicon R-number (IS 14286 (Part 1)) for a thin-film CdTe shipment governed by IS/IEC 61730-2:2016, or vice versa. Customs and BIS inspect the module data sheet against the registered model code; a technology-family mismatch results in detention of the entire consignment regardless of the supplier's overall CRS compliance status. Obtain written confirmation from the supplier of the precise module technology and the corresponding R-number scope before the purchase order is finalised.
