Energy efficient triphosphor fluorescent lamps
HSN 8539 39 10 (Energy efficient triphosphor fluorescent lamps) is subject to Extended Producer Responsibility (EPR) authorisation from the Central Pollution Control Board (CPCB) under Schedule I of the E-Waste (Management) Rules, 2022, notified vide G.S.R. 801(E) dated 02-11-2022. The EPR obligation applies to all importers except micro enterprises as defined under the MSME Development Act, 2006.

The single most common error on this tariff line is conflating EPR authorisation with a product-safety or energy-label certification and assuming a general import licence suffices. EPR authorisation is an end-of-life waste-management credential issued by CPCB and must be current at the time of each import; consignments arriving without a valid CPCB EPR authorisation — or without documented micro-enterprise status where the exemption is claimed — face detention and potential confiscation under the E-Waste (Management) Rules, 2022.
