HSN 8536 90 90 (other electrical apparatus for switching or protecting circuits) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 60669 (dimmers for LED products) and IS 15787:2008 (switch-socket-outlets) is mandatory under the Compulsory Registration Scheme with effect from 04 July 2019. Directorate General of Foreign Trade import policy conditions and Central Board of Indirect Taxes and Customs instructions apply as separate customs-clearance overlays.
Procedural directions for customs clearance are issued by: Central Board of Indirect Taxes and Customs, Directorate General of Foreign Trade.
- 1Verify the foreign supplier's BIS Compulsory Registration Scheme R-number on the BIS portal against IS 60669 (Part 2, Section 1:2008) for LED dimmers or IS 15787:2008 for switch-socket-outlets. The R-number must be model-specific, current, and issued under Scheme-II or Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018 as applicable.Electronics and Information Technology Goods (Requirements for Compulsory Registration) Order, 2021 · S.O. 1248(E) dated 18-03-2021; Electrical Accessories (Quality Control) Order, 2023 · S.O. 43(E) dated 01-01-2024
- 2Confirm the applicable enforcement date for the product sub-category: IS 15787:2008 applies from 01-07-2024 for regular enterprises, from 01-10-2024 for small enterprises, and from 01-01-2025 for micro enterprises. Source only from a BIS-registered manufacturer whose R-number is valid as of the consignment's bill of entry date.Electrical Accessories (Quality Control) Order, 2023 · S.O. 43(E) dated 01-01-2024
- 3Ensure each unit bears the Standard Mark and the supplier's BIS R-number per the applicable scheme. For IS 60669 dimmers, marking must comply with Scheme-II of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018; for IS 15787:2008 switch-socket-outlets, marking must comply with Scheme-I.BIS (Conformity Assessment) Regulations, 2018 · Scheme-I and Scheme-II of Schedule-II
- 4Check whether the product falls within the Mandatory Testing and Certification of Telecom Equipment (MTCTE) list notified under the Indian Telegraph (Amendment) Rules, 2017. If listed, obtain MTCTE certification from the Telecommunications Engineering Centre in addition to BIS registration before filing the bill of entry.DoT Notification TEC/01/2017-TC dated 04-07-2019 as amended vide F.No.5-2/2021-TC/TEC/131 dated 13-06-2022 and F.No.5-2/2024-TC/TEC (Pt.1) dated 25-02-2025
- 5Quote the BIS R-number on the bill of entry and ensure compliance with DGFT Notification 13/2024-25 and CBIC Instruction 27/2025-Cus. Customs verifies the R-number in real time against the BIS register; an absent, expired, or model-scope-mismatched registration triggers consignment detention.DGFT Notification 13/24-25 dated 20-05-2024 · CBIC Instruction 27/2025-Cus dated 26-08-2025 · General Note 2(c) of the ITC (HS) Import Policy
The single most common error on this tariff line is applying a single BIS R-number to a mixed consignment containing both LED dimmers and switch-socket-outlets without verifying that each model code carries its own separate registration. IS 60669 (Scheme-II, CRS) and IS 15787:2008 (Scheme-I, ISI Mark) are governed by two distinct Quality Control Orders with different scheme mechanics; a supplier's R-number under one standard does not extend to product variants falling under the other. Customs detention for model-code mismatch is the routine consequence of conflating the two registrations at the bill-of-entry stage.
