The single most common error on this tariff line is confusing the phased enforcement dates: importers who are themselves micro or small enterprises mistakenly apply their own enterprise classification to the supplier's obligation, or assume the deferred date exempts the consignment regardless of the manufacturer's tier. The enforcement-date deferral is tied to the enterprise classification of the manufacturer, not the importer; a consignment from a large licensed manufacturer carries the 01-07-2024 obligation date irrespective of the importer's size.
