Conformity to IS 1258:2005 is mandatory under the ISI Mark Scheme by virtue of the Electrical Accessories (Quality Control) Order, 2023, with effect from 01 July 2024 for bayonet cap holders, 01 October 2024 for small cap, and 01 January 2025 for micro cap. The single most common error on this tariff line is treating the CM/L licence as a blanket clearance for all lamp-holder variants from a single supplier. IS 1258:2005 covers bayonet, small, and micro cap types as distinct product categories, each with its own enforcement date and, critically, its own licensed scope within the CM/L; a supplier licensed for bayonet cap holders is not automatically licensed for small or micro cap holders. Importing a variant outside the licensed cap-type scope is treated identically to importing without any licence — detention at port and potential confiscation under the BIS Act, 2016.
