- 1Verify the foreign supplier's BIS R-number on the BIS portal against the applicable standard: IS 60669 (Part 2, Section 1):2008 for LED dimmers, or IS 15787:2008 for switch-socket-outlets. The R-number must be model-specific, current, and cover the exact product variant being imported.Electronics and Information Technology Goods (Requirements for Compulsory Registration) Order, 2021 · S.O. 1248(E) dated 18-03-2021; Electrical Accessories (Quality Control) Order, 2023 · S.O. 43(E) dated 01-01-2024
- 2Ensure each product bears the Standard Mark under the BIS licence: Scheme-II of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018 applies to LED dimmers under IS 60669; Scheme-I of Schedule-II applies to switch-socket-outlets under IS 15787:2008.Scheme-I and Scheme-II of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018 · S.O. 1248(E) dated 18-03-2021 · S.O. 43(E) dated 01-01-2024
- 3If the product falls within the Mandatory Testing and Certification of Telecom Equipment (MTCTE) product list, obtain the required DoT/TEC certification. Verify against the current TEC notifications, including F.No.5-2/2024-TC/TEC (Pt.1) dated 25-02-2025.Indian Telegraph (Amendment) Rules, 2017 · DoT Notification TEC/01/2017-TC dated 04-07-2019 as amended vide F.No.5-2/2021-TC/TEC/131 dated 13-06-2022 and F.No.5-2/2024-TC/TEC (Pt.1) dated 25-02-2025
- 4Quote the BIS R-number on the bill of entry. - 5Comply with paragraphs 1 to 4 of CBIC Instruction 27/2025-Cus dated 26-08-2025. Customs verifies the BIS R-number in real time against the BIS register; an absent, expired, or scope-mismatched registration triggers consignment detention.CBIC Instruction 27/2025-Cus dated 26-08-2025 · BIS Act, 2016 · Customs Act, 1962
The single most common error on this tariff line is sourcing a single BIS R-number and applying it across all switch variants in the consignment without verifying that the R-number's licensed model scope matches each product. IS 60669 (LED dimmers, Scheme-II) and IS 15787:2008 (switch-socket-outlets, Scheme-I) are distinct standards under separate Quality Control Orders; a mixed consignment carrying both product types requires two independently registered R-numbers, each model-specific. Customs detention for scope mismatch on a multi-SKU shipment exposes the importer to demurrage and ground rent on the entire consignment, not merely the non-conforming units.
