Dielectric of paper or plastics
Fixed capacitors with paper or plastics dielectric (AC motor, power, shunt capacitors)
HSN 8532 25 00 (fixed capacitors with dielectric of paper or plastics) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 2993, IS 13340, or IS 13585 (Part 1) is mandatory under the ISI Mark Scheme with effect from 01 August 2017, by virtue of the Electrical Capacitors (Quality Control) Order, 2017. No separate customs-clearance overlay applies beyond the BIS obligation.
- 1Identify which Indian Standard governs the specific capacitor variant being imported: IS 2993 for AC motor capacitors, IS 13340 for self-healing power capacitors for AC systems up to 650 V, or IS 13585 (Part 1) for non-self-healing shunt power capacitors for AC systems up to 1000 V. The CM/L licence must correspond to the correct standard for the product.Electrical Capacitors (Quality Control) Order, 2017 · S.O. 2434(E) dated 01-08-2017
- 2Source only from a Bureau of Indian Standards CM/L-licensed manufacturer holding a current licence against the applicable IS (2993, 13340, or 13585 Part 1). Verify the CM/L number, licensed product scope, rated voltage range, and licensed manufacturing facility on the BIS online register before placing the purchase order.Electrical Capacitors (Quality Control) Order, 2017 · S.O. 2434(E) dated 01-08-2017 · BIS (Conformity Assessment) Regulations, 2018
- 3Ensure each capacitor bears the ISI mark and the supplier's CM/L number under Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018. Marking must appear on the product itself; packaging-only marking does not satisfy the statutory requirement.Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018 · Electrical Capacitors (Quality Control) Order, 2017
- 4Quote the supplier's BIS CM/L number and the applicable IS number on the bill of entry. Customs verifies the CM/L in real time against the BIS register; an absent, expired, or standard-mismatched CM/L triggers consignment detention, ground rent accumulation, and potential re-export or confiscation.Electrical Capacitors (Quality Control) Order, 2017 · S.O. 2434(E) dated 01-08-2017 · BIS Act, 2016 · Customs Act, 1962
The single most common error on this tariff line is treating the three applicable standards as interchangeable and sourcing a CM/L licence against IS 2993 (AC motor capacitors) to cover a shipment of self-healing power capacitors that should be licensed under IS 13340. Each standard maps to a distinct capacitor type and voltage regime; a CM/L licence issued against one standard provides no statutory cover for product falling within another, and customs will detain the consignment on a standard-to-product mismatch at port regardless of whether the supplier otherwise holds a valid BIS licence.
