Ceramic dielectric, multilayer
Fixed multilayer ceramic dielectric capacitors (AC motor, power system types)
HSN 8532 24 00 (fixed multilayer ceramic dielectric capacitors) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 2993, IS 13340, or IS 13585 Part 1 is mandatory under the ISI Mark Scheme with effect from 01 August 2017, by virtue of the Electrical Capacitors (Quality Control) Order, 2017. No separate customs-clearance overlay beyond the BIS obligation applies to this tariff line.
- 1Identify the capacitor type before procurement: IS 2993 governs AC motor capacitors, IS 13340 governs self-healing-type power capacitors for AC systems up to 650 V, and IS 13585 Part 1 governs non-self-healing shunt power capacitors for AC systems up to 1000 V. Source only from a Bureau of Indian Standards CM/L-licensed manufacturer holding a current licence under the applicable standard.Electrical Capacitors (Quality Control) Order, 2017 · S.O. 2434(E) dated 01-08-2017
- 2Verify the supplier's CM/L licence number, licensed product scope (capacitor type, voltage rating, and manufacturing facility), and current validity on the BIS online register before placing the purchase order. A CM/L issued against IS 13340 does not cover IS 13585 Part 1 product variants.Electrical Capacitors (Quality Control) Order, 2017 · S.O. 2434(E) dated 01-08-2017 · BIS (Conformity Assessment) Regulations, 2018
- 3Ensure each capacitor bears the ISI mark and the supplier's CM/L number, per Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018. The ISI marking must appear on the product itself; marking on packaging or data sheets alone does not satisfy the statutory requirement.Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018 · Electrical Capacitors (Quality Control) Order, 2017
- 4Quote the supplier's BIS CM/L number and the applicable Indian Standard (IS 2993, IS 13340, or IS 13585 Part 1) on the bill of entry. Customs verifies the CM/L in real time against the BIS register; an absent, expired, or standard-mismatched licence triggers consignment detention.Electrical Capacitors (Quality Control) Order, 2017 · S.O. 2434(E) dated 01-08-2017 · BIS Act, 2016 · Customs Act, 1962
The single most common error on this tariff line is treating the three Indian Standards as interchangeable and sourcing from a manufacturer whose CM/L is limited to one standard while importing a product type governed by another. A capacitor that is a non-self-healing shunt power capacitor rated above 650 V requires IS 13585 Part 1 certification; presenting a supplier's IS 13340 CM/L for that consignment does not satisfy the QCO, and customs will detain the shipment on a scope mismatch regardless of whether the mark is physically present on the product.
