Aluminium electrolytic
Aluminium electrolytic fixed capacitors for AC and power systems
HSN 8532 22 00 (aluminium electrolytic capacitors) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 2993, IS 13340, or IS 13585 (Part 1) is mandatory under the ISI Mark Scheme with effect from 1 August 2017, pursuant to the Electrical Capacitors (Quality Control) Order, 2017. No separate customs-clearance overlay beyond BIS applies to this tariff line.
- 1Identify which Indian Standard governs the specific capacitor variant being imported: IS 2993 for AC motor capacitors, IS 13340 for self-healing-type power capacitors for AC systems up to 650 V, or IS 13585 (Part 1) for non-self-healing shunt power capacitors for AC systems up to 1000 V. Source only from a Bureau of Indian Standards CM/L-licensed manufacturer whose licence explicitly covers the applicable standard and product scope.Electrical Capacitors (Quality Control) Order, 2017 · S.O. 2434(E) dated 01-08-2017
- 2Verify the supplier's CM/L licence number, licensed IS standard, voltage rating, and manufacturing facility on the BIS online register before placing the purchase order. The licensed scope must match the exact standard variant and voltage class of the consignment.Electrical Capacitors (Quality Control) Order, 2017 · S.O. 2434(E) dated 01-08-2017 · BIS (Conformity Assessment) Regulations, 2018
- 3Ensure every capacitor in the consignment bears the ISI mark and the supplier's CM/L number. Marking must appear on the product itself; packaging-only marking does not satisfy the statutory requirement under the ISI Mark Scheme.Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018 · Electrical Capacitors (Quality Control) Order, 2017
- 4Quote the supplier's BIS CM/L number on the bill of entry and ensure it corresponds to the correct IS standard for the capacitor type declared. Customs verifies the CM/L in real time against the BIS register; an absent, expired, or standard-mismatched licence triggers consignment detention.General Note 2 of the ITC (HS) Import Policy · BIS Act, 2016 · Customs Act, 1962
The single most common error on this tariff line is treating the three applicable Indian Standards as interchangeable and quoting whichever CM/L the supplier holds, regardless of the actual product type. IS 2993, IS 13340, and IS 13585 (Part 1) cover distinct capacitor families — AC motor, self-healing power, and non-self-healing shunt power respectively — and a CM/L under one does not authorise import of a product governed by another. A voltage-rating or application-type mismatch between the consignment and the licensed IS standard results in detention at port even where the ISI mark is physically present.
