Burglar or fire alarms and similar signalling apparatus
HSN 8531 10 90 (burglar or fire alarms and similar apparatus) is subject to mandatory certification under the Mandatory Testing and Certification of Telecom Equipment (MTCTE) scheme administered by the Department of Telecommunications (DoT), governed by the Indian Telegraph (Amendment) Rules, 2017 and successive DoT/TEC notifications. Consignments of telecom-embedded signalling apparatus that appear on the MTCTE notified product list must carry a valid TEC type-approval certificate before the bill of entry is filed.
- TEC Type Approval Certificate from DoT
- MTCTE compliance declaration from importer
- Import documentation from CBIC
- 1Verify whether the specific product variant falls within the MTCTE notified list published under DoT Notification TEC/01/2017-TC dated 04-07-2019 and subsequently amended by F.No.5-2/2021-TC/TEC/131 dated 13-06-2022 and F.No.5-2/2024-TC/TEC (Pt.1) dated 25-02-2025. Only apparatus on that notified list requires TEC type-approval; variants outside the list are imported under general customs procedures.Indian Telegraph (Amendment) Rules, 2017 · DoT Notification TEC/01/2017-TC dated 04-07-2019 · F.No.5-2/2021-TC/TEC/131 dated 13-06-2022 · F.No.5-2/2024-TC/TEC (Pt.1) dated 25-02-2025
- 2Obtain a valid TEC type-approval certificate from the Telecommunication Engineering Centre under the MTCTE scheme before shipment. Upload the certificate in e-Sanchit at the bill of entry; customs out-of-charge will not be granted for notified telecom products without a current TEC certificate on record.Indian Telegraph (Amendment) Rules, 2017 · DoT Notification TEC/01/2017-TC dated 04-07-2019 as amended
The most common error on this tariff line is assuming that, because the product is classified as a burglar or fire alarm rather than a communications device, the MTCTE scheme does not apply. Burglar and fire alarm apparatus that incorporates wireless or telecom-interface functionality — GSM diallers, RF transceivers, IP-communicating panels — is expressly within the MTCTE notified list as amended by F.No.5-2/2024-TC/TEC (Pt.1) dated 25-02-2025; a consignment without a current TEC certificate will be detained at the port of entry pending regularisation.
