Other monitors and projectors without television reception (visual display units, video monitors, electronic display panels)
HSN 8528 59 00 (other monitors and projectors not incorporating television reception apparatus) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS/IEC 62368 (Part 1):2023 — and during the concurrent-running window, IS 13252 (Part 1):2010 or IS 616:2017 — is mandatory under the Compulsory Registration Scheme with effect from 18 March 2021. Extended Producer Responsibility authorisation administered by the Central Pollution Control Board applies as a separate customs-clearance overlay.
Procedural directions for customs clearance are issued by: Central Board of Indirect Taxes and Customs, Directorate General of Foreign Trade.
- 1Verify the foreign supplier's BIS Compulsory Registration Scheme R-number on the BIS portal against IS/IEC 62368 (Part 1):2023, IS 13252 (Part 1):2010, or IS 616:2017 as applicable to the model. The R-number must be model-specific, facility-specific, and current on the bill of lading date.Electronics and Information Technology Goods (Requirements of Compulsory Registration) Order, 2021 · S.O. 1248(E) dated 18-03-2021 · S.O. 4997(E) dated 29-10-2025
- 2Confirm which concurrent-running standard applies to the specific product. Visual display units and video monitors at serial no. 65 of the QCO schedule may run IS 13252 (Part 1):2010 or IS 616:2017 concurrently until 01-05-2026; all other covered goods may run concurrently until 01-11-2028, after which IS 13252 (Part 1):2010 and IS 616:2017 are withdrawn.S.O. 4997(E) dated 29-10-2025 · Electronics and Information Technology Goods (Requirements of Compulsory Registration) Order, 2021
- 3Ensure each unit bears the standard mark and the supplier's BIS R-number under Scheme-II of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018. Marking must appear on the product itself; packaging-only marking is insufficient.Scheme-II of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018 · S.O. 1248(E) dated 18-03-2021
- 4Obtain Extended Producer Responsibility authorisation for import of screens, electronic photo frames, electronic display panels, and monitors before the consignment arrives. MSMED Act 2006-registered micro enterprises are exempt from EPR. Quote the EPR authorisation number on the bill of entry.Schedule-I of the E-Waste (Management) Rules, 2022 · G.S.R. 801(E) dated 02-11-2022
- 5Quote the supplier's BIS R-number and the EPR authorisation number on the bill of entry. Ensure compliance with DGFT Notification 13/24-25 and CBIC Instruction 27/2025-Cus; customs verifies the R-number in real time against the BIS register, and an absent, expired, or model-mismatched R-number triggers consignment detention.DGFT Notification 13/24-25 dated 20-05-2024 · CBIC Instruction 27/2025-Cus dated 26-08-2025 · General Note 2(c) of the ITC (HS) Import Policy
The single most common error on this tariff line is registering a model against the legacy standard (IS 13252 (Part 1):2010 or IS 616:2017) without tracking the concurrent-running deadline that applies to that specific product. Serial no. 65 items — visual display units and video monitors — lose concurrent-running cover on 01-05-2026, a full two and a half years before all other covered goods. Importers who miss this product-specific cutoff will find that a BIS R-number issued under the legacy standard is no longer valid for customs clearance, triggering detention on an otherwise fully registered model.
