High-speed goods as specified in Subheading Note 1 to this Chapter
High-speed digital cameras, CCTV cameras and video camera recorders
HSN 8525 81 00 (high-speed digital cameras, CCTV cameras and video camera recorders) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS/IEC 62368 (Part 1):2023 is mandatory under the Compulsory Registration Scheme with effect from 18 March 2021, as notified under S.O. 1248(E) and amended by S.O. 4997(E). Wireless Planning and Coordination equipment-type approval, Extended Producer Responsibility authorisation under the E-Waste (Management) Rules, 2022, and Directorate General of Foreign Trade import licensing apply as separate customs-clearance overlays.
Procedural directions for customs clearance are issued by: Central Board of Indirect Taxes and Customs, Directorate General of Foreign Trade.
- 1Verify the foreign supplier's BIS Compulsory Registration Scheme R-number on the BIS portal against IS/IEC 62368 (Part 1):2023. The R-number must be model-specific, facility-specific, and current on the date of the shipping bill. Test reports must originate from BIS-recognised laboratories.Electronics and Information Technology Goods (Requirements for Compulsory Registration) Order, 2021 · S.O. 1248(E) dated 18-03-2021 · S.O. 1652(E) dated 09-04-2024
- 2Confirm the concurrent-running window applicable to the specific product. For goods at serial no. 65 of the Schedule, IS 13252 (Part 1):2010 and IS 616:2017 run concurrently with IS/IEC 62368 (Part 1):2023 until 01-05-2026. For all other notified goods, the concurrent window runs until 01-11-2028, after which IS 13252 (Part 1):2010 and IS 616:2017 stand withdrawn.S.O. 1248(E) dated 18-03-2021 as amended · S.O. 4997(E) dated 29-10-2025 · General Note 2(c) of the ITC (HS) Import Policy
- 3Ascertain whether the product requires a Wireless Planning and Coordination import licence or qualifies for Equipment Type Approval through self-declaration on the Saral Sanchar portal (saralsanchar.gov.in) for licence-exempt wireless bands. Quote the WPC licence or ETA certificate number on the bill of entry.CBIC Instruction 16/2022-CUS dated 21-07-2022 · CBIC Instruction 24/2024-CUS dated 22-10-2024 · DoT letter ETA-WPC/Policy/2018-19 dated 12-04-2019
- 4Obtain Extended Producer Responsibility authorisation from the Central Pollution Control Board before import of video cameras, digital cameras, and video recorders. Micro enterprises as defined in the MSMED Act, 2006 are exempt. Quote the EPR authorisation number on the bill of entry.Schedule I of the E-Waste (Management) Rules, 2022 · G.S.R. 801(E) dated 02-11-2022
- 5Confirm that the import is not restricted under DGFT Notification 54/2015-20 and ensure compliance with DGFT Notification 13/2024-25, paragraph 2.31(1)(b) of the FTP 2023, and policy condition 5 of Chapter 85. Quote the BIS R-number, WPC reference, and EPR authorisation on the bill of entry; comply with CBIC Instruction 27/2025-CUS.DGFT Notification 54/2015-20 dated 09-02-2022 · DGFT Notification 13/2024-25 dated 20-05-2024 · CBIC Instruction 27/2025-CUS dated 26-08-2025
The single most prevalent error on this tariff line is registering against IS 13252 (Part 1):2010 or IS 616:2017 alone and assuming concurrent-running protects the consignment indefinitely. The concurrent window differs by product serial number in the Schedule — IS 13252 and IS 616 are withdrawn for serial-no.-65 goods on 01-05-2026, and for all others on 01-11-2028 — and suppliers who have not yet migrated their R-number to IS/IEC 62368 (Part 1):2023 will trigger detention once the applicable withdrawal date passes. Verify the supplier's registered IS version against the correct serial-number category before the purchase order, not at port.
