HSN 8524 99 90 (flat panel display modules, other) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS/IEC 62368 (Part 1):2023 is mandatory under the Compulsory Registration Scheme with effect from 18 March 2021, by virtue of the Electronics and Information Technology Goods (Requirements of Compulsory Registration) Order, 2021. The single most common error on this tariff line is importing against an R-number registered under IS 13252 (Part 1):2010 or IS 616:2017 after the applicable concurrent-running deadline has expired — or, conversely, prematurely seeking a new R-number under IS/IEC 62368 (Part 1):2023 for product categories where the older standard is still current. The concurrent-running cut-off dates differ between serial no. 65 goods (01-05-2026) and all other notified goods (01-11-2028); sourcing teams must map each model to its correct serial number category before the purchase order, because a standard-mismatch on the bill of entry results in detention and a full re-certification cycle.
