X.25 packet-switching network interface pads
HSN 8517 69 40 (X25 pads) is subject to Wireless Planning and Coordination (WPC) import licensing under the Indian Telegraph (Amendment) Rules, 2017, as amended by DoT notifications including F.No.5-2/2024-TC/TEC (Pt.1) dated 25-02-2025. Telecom Equipment Certification obligations under the Mandatory Testing and Certification of Telecom Equipment (MTCTE) framework and ITC (HS) policy conditions 3 and 4 of Chapter 85 administered by the Directorate General of Foreign Trade (DGFT) apply as additional clearance requirements.

The most common error on this tariff line is conflating the WPC import licence pathway with the ETA self-declaration pathway and filing without the correct credential. The two tracks are mutually exclusive by frequency band and transmission power: licensed-band devices require the 30-day-advance WPC import licence regardless of MTCTE status, while ETA-pathway products are exempted from the DGFT import licence only if they qualify under the licence-exempt criteria. A self-declaration certificate generated for an out-of-scope device is treated as void, and the consignment becomes liable to detention pending a fresh WPC licence.
