- 1Obtain Mandatory Testing and Certification of Telecom Equipment (MTCTE) certification for multiplexing equipment from the WPC wing under the Indian Telegraph (Amendment) Rules, 2017 and DoT notifications TEC/01/2017-TC dated 04-07-2019 and 23-06-2020, as amended by F.No.5-2/2021-TC/TEC/131 dated 13-06-2022 and F.No.5-2/2024-TC/TEC(Pt.1) dated 25-02-2025. The MTCTE certificate must be uploaded in e-Sanchit before filing the bill of entry.Indian Telegraph (Amendment) Rules, 2017 · DoT Notification TEC/01/2017-TC dated 04-07-2019 and 23-06-2020 · F.No.5-2/2021-TC/TEC/131 dated 13-06-2022 · CBIC Instruction 15/2020-CUS dated 24-07-2020
- 2If the equipment includes any wireless component operating in a licensed band, apply for a WPC import licence through the SaralSanchar portal at least 30 days before shipment arrival. The system-generated certificate is available for download 48 hours after application on self-declaration and is verifiable by customs via QR code. For licence-exempt wireless equipment, obtain Equipment Type Approval (ETA) through SaralSanchar.CBIC Instruction 23/2021 dated 23-11-2021 · CBIC Instruction 16/2022-CUS dated 21-07-2022 · CBIC Instruction 24/2024-CUS dated 22-10-2024 · DoT OM F.No.R-11017/02/2021-PP dated 21-10-2021
- 3Obtain Extended Producer Responsibility (EPR) authorisation from the Central Pollution Control Board under Schedule I of the E-Waste (Management) Rules, 2022 before import. EPR authorisation is not required for micro-enterprises as defined under the MSME Development Act, 2006.E-Waste (Management) Rules, 2022 · G.S.R. 801(E) dated 02-11-2022
The most common error on this tariff line is conflating the MTCTE certification requirement with the WPC import licence: these are two distinct obligations, and multiplexing equipment is explicitly listed under mandatory MTCTE certification. A consignment carrying a WPC import licence but lacking the MTCTE certificate — or vice versa — will be detained at the port of import, attracting demurrage and ground rent pending rectification. Verify that both the MTCTE certificate and the SaralSanchar-generated WPC licence (where the equipment is not licence-exempt) are uploaded in e-Sanchit before the bill of entry is filed.
