Electrothermic domestic appliances for skin and hair care
HSN 8516 79 90 (other electrothermic domestic appliances) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 302 (Part 2/Sec 23):2009 is mandatory under the ISI Mark Scheme with effect from 07 March 2025, by virtue of the Electrical Appliances for Skin and Hair Care (Quality Control) Order, 2023. Extended Producer Responsibility authorisation and Bureau of Energy Efficiency labelling apply as separate customs-clearance overlays.
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade.
- 1Source only from a Bureau of Indian Standards CM/L-licensed manufacturer holding a current licence against IS 302 (Part 2/Sec 23):2009. Verify the supplier's CM/L number, licensed product scope, and manufacturing facility address on the BIS online register before placing the purchase order.Electrical Appliances for Skin and Hair Care (Quality Control) Order, 2023 · S.O. 1125(E) dated 05-03-2024
- 2Ensure every product bears the ISI mark and the supplier's CM/L number under Scheme-I of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018. The mark must appear on the product itself, not on packaging alone.Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018 · Electrical Appliances for Skin and Hair Care (Quality Control) Order, 2023
- 3If importing electric cookers or electric stoves within this residual tariff line, obtain Extended Producer Responsibility authorisation from the Central Pollution Control Board under the E-Waste Management Rules, 2022. MSMED-registered micro enterprises are exempt from the EPR requirement.Schedule-I of the E-Waste (Management) Rules, 2022 · G.S.R. 801(E) dated 02-11-2022
- 4If the consignment includes induction hobs rated not exceeding 250 V AC, 50 Hz single phase, ensure compliance with Bureau of Energy Efficiency labelling requirements under IS 19014 and the BEE (Appliance Labelling and Compliance) Regulations, 2026.S.O. 6044(E) dated 08-12-2025 · BEE Notification 5506/BEE/S&L/AL/2025-26 dated 26-12-2025
- 5Quote the supplier's BIS CM/L number on the bill of entry, together with any applicable EPR authorisation number and BEE labelling reference. Confirm that mosquito killer rackets, if included, have a CIF value of at least ₹121 per racket; imports below that threshold are prohibited.BIS Act, 2016 · Customs Act, 1962 · DGFT Notification 02/2015-20 dated 26-04-2021
The single most common error on this residual tariff line is treating the QCO as covering the entire HSN 8516 79 90 scope when the notified Indian Standard is narrowly confined to electrical appliances for skin and hair care under IS 302 (Part 2/Sec 23):2009. Importers of out-of-scope products within this catch-all heading may seek BIS CM/L unnecessarily, or — critically — importers of in-scope skin-and-hair-care appliances may assume no QCO applies because the heading reads as a generic residual, triggering detention at port on goods shipped without a CM/L-licensed supplier.
