Electric storage heating radiators for domestic use
HSN 8516 21 00 (storage heating radiators) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 302 (Part 2/Sec 30) is mandatory under the ISI Mark Scheme with effect from 17 February 2003, by virtue of the Electrical Wires, Cables, Appliances and Protection Devices and Accessories (Quality Control) Order, 2003. Extended Producer Responsibility authorisation administered by the Central Pollution Control Board applies as a separate customs-clearance overlay.

The single most common error on this tariff line is sourcing against the parent IS 302 standard without confirming that the supplier's CM/L licence specifically covers Part 2/Sec 30, the section governing room heaters. IS 302 is a multi-part standard with appliance-specific sections; a CM/L issued for a different section — such as water heaters or hair dryers — does not authorise import of storage heating radiators under HSN 8516 21 00, and customs will detain the consignment on a scope mismatch.
