HSN 8515 90 00 (parts of electric welding, brazing, and soldering machines) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 814:2004 and IS 6419:1996 is mandatory under the ISI Mark Scheme with effect from 18 January 2024, under the Welding Rods and Electrodes (Quality Control) Order 2023. Extended Producer Responsibility authorisation administered by the Central Pollution Control Board applies as a separate customs-clearance overlay for electrical or electronic welding tools.

The most frequent error on this tariff line is assuming that a single CM/L licence covering IS 814:2004 automatically covers IS 6419:1996 product variants — or vice versa. The two standards govern distinct product families (covered electrodes versus bare welding rods and filler wire), and a CM/L licence is scope-specific to the standard and product type it was issued against. Importers who ship a mixed consignment without verifying that the supplier holds separate, current, and in-scope CM/L licences for each product type face detention of the non-covered portion regardless of the status of the other licence.
