Soldering irons and guns
Electric soldering irons and guns
HSN 8515 11 00 (soldering irons and guns) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 814:2004 and IS 6419:1996 is mandatory under the ISI Mark Scheme with effect from 18 January 2024, under the Welding Rods and Electrodes (Quality Control) Order 2023. Extended Producer Responsibility authorisation administered by the Central Pollution Control Board applies as a separate customs-clearance overlay.
- 1Source only from a Bureau of Indian Standards CM/L-licensed manufacturer holding a current licence against IS 814:2004 (covered electrodes) and, where applicable, IS 6419:1996 (welding rods and bare electrodes). Verify the CM/L number, licensed product scope, and manufacturing facility on the BIS online register before placing the purchase order.Welding Rods and Electrodes (Quality Control) Order 2023 · S.O. 3153(E) dated 14-07-2023 · S.O. 777(E) dated 12-02-2026
- 2Ensure every imported unit bears the ISI mark and the supplier's CM/L number per Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018. The mark must appear on the product itself; marking on packaging alone does not satisfy the statutory requirement.Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018 · Welding Rods and Electrodes (Quality Control) Order 2023
- 3Check whether the importing enterprise qualifies for the phased enforcement exemption: small enterprises had an effective date of 18 April 2024 and micro enterprises 18 July 2024. Micro enterprises registered on the Udyam Portal with plant and machinery investment not exceeding ₹1 crore and annual turnover not exceeding ₹5 crore (certified by a Chartered Accountant) are fully exempt from the QCO.Welding Rods and Electrodes (Quality Control) Order 2023 · S.O. 3153(E) dated 14-07-2023 · MSMED Act, 2006 (27 of 2006)
- 4Obtain Extended Producer Responsibility authorisation from the Central Pollution Control Board before import, covering electrical or electronic tools for welding, soldering, or similar use (excluding large-scale stationary industrial tools). Micro enterprises as defined under the MSMED Act, 2006 are exempt from EPR. Quote the EPR authorisation number on the bill of entry.Schedule-I of the E-Waste (Management) Rules, 2022 · G.S.R. 801(E) dated 02-11-2022
- 5Quote the supplier's BIS CM/L number and the CPCB EPR authorisation number on the bill of entry. Customs verifies each independently against the issuing portal; either absent, expired, or scope-mismatched triggers consignment detention.Welding Rods and Electrodes (Quality Control) Order 2023 · BIS Act, 2016 · Customs Act, 1962
The single most common error on this tariff line is assuming that IS 814:2004 and IS 6419:1996 govern the soldering iron or gun itself as an appliance, when the QCO scope is framed around welding rods and electrodes — the consumables — rather than the hand tool. Importers of soldering irons as standalone appliances must confirm the precise product scope of the licensed CM/L held by their supplier; a CM/L granted for electrode stock does not automatically cover the iron or gun as a finished electrical appliance, and a scope mismatch triggers detention notwithstanding a valid-looking licence number on the register.
