Parts for portable, self-powered electric lamps
HSN 8513 90 00 (parts for portable electric lamps designed to function by their own source of energy) is not covered by a Bureau of Indian Standards Quality Control Order and carries no Partner Government Agency clearance requirement at the tariff-line level. Import follows the standard customs procedure: Importer-Exporter Code (IEC), bill of entry, commercial invoice, packing list. The finished portable lamps themselves, and other electrical equipment under Chapter 85, may fall under distinct compliance regimes; classification as parts rather than complete goods is the principal importer risk.
Parts intended for incorporation into finished portable lamps — torches, lanterns, headlamps and similar self-powered lighting — are classified here, but customs examination that recharacterises goods as complete or substantially complete lamps may trigger compliance applicable to the finished article under Chapter 85. Retrospective re-classification carries the risk of detention pending applicable conformity assessment. Importers should document the incomplete or unassembled nature of the goods and their intended downstream use before shipment.
