Parts of electrical lighting, signalling and wiper equipment for cycles and motor vehicles
HSN 8512 90 00 (parts of electrical lighting, signalling equipment, windscreen wipers, defrosters and demisters for cycles or motor vehicles) is covered by a Bureau of Indian Standards Quality Control Order. Retro-reflective devices for bicycles within this tariff line must conform to IS/ISO 6742-2:2015 and IS 10613:2014 under the Bicycles-Retro Reflective Devices (Quality Control) Order, 2023 with effect from 01 July 2023.
- 1Determine at the line-item level whether the parts being imported are retro-reflective devices for bicycles. Those products fall under Table 1 of the Bicycles-Retro Reflective Devices (Quality Control) Order, 2023 and require a BIS CM/L licence against IS/ISO 6742-2:2015 under Scheme-I of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018.Bicycles-Retro Reflective Devices (Quality Control) Order, 2023 · S.O. 882(E) dated 23-02-2023
- 2For bicycle retro-reflective safety requirement parts listed in Table 2 of the QCO, verify that the foreign manufacturer holds a current Bureau of Indian Standards Certificate of Conformity against clause 4.14 of IS 10613:2014 under Scheme-IV of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018. Confirm scope, product variant, and facility on the BIS online register before placing the purchase order.S.O. 882(E) dated 23-02-2023 · IS 10613:2014 clause 4.14 · Scheme-IV of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018
- 3Ensure Table 1 products bear the ISI mark and the supplier's CM/L number on the product itself, not packaging alone. Table 2 products must be accompanied by the Certificate of Conformity reference traceable to the BIS register.Scheme-I and Scheme-IV of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018 · Bicycles-Retro Reflective Devices (Quality Control) Order, 2023
- 4Quote the supplier's BIS CM/L number (Table 1 products) or Certificate of Conformity reference (Table 2 products) on the bill of entry. Customs verifies both against the BIS register; an absent, expired, or scope-mismatched credential triggers consignment detention.BIS Act, 2016 · Customs Act, 1962 · S.O. 882(E) dated 23-02-2023
The single most common error on this tariff line is treating HSN 8512 90 00 as a residual catch-all for miscellaneous vehicle-electrical parts and overlooking the dual-table compliance structure of the Bicycles-Retro Reflective Devices QCO. Table 1 retro-reflective devices require full ISI marking and a CM/L licence against IS/ISO 6742-2:2015, while Table 2 safety-requirement parts require a Certificate of Conformity against clause 4.14 of IS 10613:2014 under a different BIS scheme — importers who apply only one route, or neither, face detention on a product type they assumed was unregulated parts.
