HSN 8510 10 00 (electric shavers) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 302 (Part 2/Sec 23):2009 is mandatory under the ISI Mark Scheme with effect from 07 March 2025 under the Electrical Appliances for Skin and Hair Care Quality Control Order, 2023. Extended Producer Responsibility authorisation administered by the Central Pollution Control Board applies as a separate customs-clearance overlay.

The single most common error on this tariff line is overlooking the staggered enforcement dates: large and medium manufacturers became subject to IS 302 (Part 2/Sec 23):2009 from 07 March 2025, small enterprises from 07 June 2025, and micro enterprises from 07 September 2025. An importer sourcing from a supplier that qualifies as a small or micro enterprise under Indian MSME classification may incorrectly assume the QCO is not yet in force, only to find Customs applying the primary date to the consignment on the basis of the manufacturer's unverified enterprise status. Confirm the supplier's enterprise classification in writing and match it against the correct enforcement date before shipment.
