Other vacuum cleaners and carpet sweepers
HSN 8508 60 00 (Other vacuum cleaners) is subject to Central Pollution Control Board (CPCB) Extended Producer Responsibility (EPR) authorisation under Schedule I of the E-Waste (Management) Rules, 2022, notified vide G.S.R. 801(E) dated 02-11-2022. The EPR authorisation must be in place before import and applies to all importers except micro-enterprises as defined under the MSME Development Act, 2006.
- EPR authorisation from CPCB
- MSME micro-enterprise certificate from MSME Ministry
- Schedule I compliance declaration from importer
- 1Obtain EPR authorisation from the Central Pollution Control Board for the import of vacuum cleaners and carpet sweepers listed under Schedule I of the E-Waste (Management) Rules, 2022, before filing the bill of entry. Authorisation must be current and available for verification by the proper officer at the port.E-Waste (Management) Rules, 2022, Schedule I · G.S.R. 801(E) dated 02-11-2022
- 2If the importing entity qualifies as a micro-enterprise under the MSME Development Act, 2006, document that status at the bill of entry stage to claim the EPR exemption. Udyam registration evidencing micro-enterprise classification is the standard instrument for this purpose.E-Waste (Management) Rules, 2022, Schedule I · G.S.R. 801(E) dated 02-11-2022 · MSME Development Act, 2006
The most common error on this tariff line is assuming EPR authorisation is a post-import or annual-filing obligation rather than a pre-clearance condition: customs out-of-charge is refused where the CPCB EPR authorisation cannot be verified at the bill of entry stage, resulting in detention and accruing demurrage. Importers relying on the micro-enterprise exemption must carry current Udyam registration establishing micro status — a lapsed or absent registration forfeits the exemption and triggers the full EPR compliance requirement.
