The most common error on this tariff line is conflating product-import clearance with EPR compliance: importers who hold no EPR authorisation — and who cannot demonstrate micro-enterprise status — have no lawful basis to clear the consignment, and detention accrues demurrage and ground rent from the date of arrival.
