Other accumulators
Rechargeable accumulators (lithium-ion, nickel-metal hydride, power banks)
HSN 8507 80 00 (other accumulators) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 16270:2014, IS 16046 (Parts 1 and 2), and IS/IEC 62368 (Part 1):2023 is mandatory under the Compulsory Registration Scheme with effect from 30 August 2017. Battery Waste Management Rules compliance with Extended Producer Responsibility certificates applies as a separate customs-clearance overlay.
Procedural directions for customs clearance are issued by: Central Board of Indirect Taxes and Customs, Directorate General of Foreign Trade.
- 1Verify the foreign supplier's BIS Compulsory Registration Scheme R-number on the BIS portal against the applicable standard for the specific chemistry: IS 16270:2014 for storage batteries, IS 16046 Part 1:2018 for nickel-system sealed cells, IS 16046 Part 2:2018 for lithium systems, or IS/IEC 62368 Part 1:2023 for power banks. The R-number must be model-specific and current on the bill of entry date.Solar Photovoltaics, Systems, Devices and Components Goods (Requirements for Compulsory Registration) Order, 2017 · S.O. 2920(E) dated 30-08-2017 · S.O. 5259(E) dated 12-10-2018 · Electronics and Information Technology Goods (Requirement of Compulsory Registration) Order, 2021 · S.O. 1248(E) dated 18-03-2021 · S.O. 4997(E) dated 29-10-2025
- 2Ensure each accumulator or power bank bears the BIS standard mark and the supplier's R-number under licence per Scheme-II of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018. Marking must appear on the product itself; packaging-only marking is not sufficient.Scheme-II of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018 · Electronics and Information Technology Goods (Requirement of Compulsory Registration) Order, 2021
- 3For power banks registered against IS/IEC 62368 Part 1:2023, confirm the concurrent-running window applicable to the goods. For serial no. 65 goods the concurrent running of IS 13252 Part 1:2010 and IS 616:2017 is permitted until 01-05-2026; for all other notified goods the concurrent running is permitted until 01-11-2028, after which IS 13252 and IS 616:2017 are withdrawn.S.O. 4997(E) dated 29-10-2025 · General Note 2(c) of the Import Policy
- 4Obtain Extended Producer Responsibility certificates under the Battery Waste Management (Amendment) Rules, 2023 before import. Quote the EPR certificate reference on the bill of entry alongside the BIS R-number.S.O. 3984(E) dated 22-08-2022 · S.O. 4669(E) dated 25-10-2023
- 5Ensure compliance with DGFT Notification 13/24-25 dated 20-05-2024 regarding paragraph 2.31(1)(b) of the Foreign Trade Policy 2023, paragraph 2(c) of the General Notes to the Import Policy, and policy condition 5 of Chapter 85. Additionally, verify compliance with CBIC Instruction 27/2025-Cus dated 26-08-2025 paragraphs 1 to 4 before filing the bill of entry.DGFT Notification 13/24-25 dated 20-05-2024 · FTP 2023 para 2.31(1)(b) · CBIC Instruction 27/2025-Cus dated 26-08-2025
The single most common error on this tariff line is sourcing a single R-number to cover multiple accumulator chemistries or product categories — for example, using a lithium-ion cell registration to clear a power bank consignment, or applying an IS 16270:2014 storage-battery registration to sealed nickel or lithium systems that require IS 16046 Part 1:2018 or Part 2:2018 separately. Each chemistry and product type carries its own R-number scope; customs port-level verification against the BIS portal is model-specific and a chemistry mismatch triggers consignment detention regardless of the importer's good faith.
