Lithium-ion electric accumulators and storage batteries
HSN 8507 60 00 (lithium-ion electric accumulators) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 16270:2014 and IS 16046 (Part 2):2018 is mandatory under the Compulsory Registration Scheme with effect from 30 August 2017, with IS/IEC 62368 (Part 1):2023 applicable to power banks. Battery Waste Management Extended Producer Responsibility certification and Bureau of Energy Efficiency labelling apply as separate customs-clearance overlays.
Procedural directions for customs clearance are issued by: Central Board of Indirect Taxes and Customs, Directorate General of Foreign Trade.
- 1Verify the foreign supplier's BIS Compulsory Registration Scheme R-number on the BIS portal against the applicable standard: IS 16270:2014 for storage batteries, IS 16046 (Part 2):2018 for lithium-system portable sealed cells and batteries, or IS/IEC 62368 (Part 1):2023 for power banks. The R-number must be model-specific and current on the bill of entry date.Solar Photovoltaics, Systems, Devices and Components Goods (Requirements for Compulsory Registration) Order, 2017 · S.O. 2920(E) dated 30-08-2017 · S.O. 5259(E) dated 12-10-2018 · Electronics and Information Technology Goods (Requirement of Compulsory Registration) Order, 2021 · S.O. 1248(E) dated 18-03-2021
- 2Confirm the applicable concurrent-running window for power banks: IS 13252 (Part 1):2010 and IS 616:2017 may run concurrently with IS/IEC 62368 (Part 1):2023 for Serial No. 65 goods only until 01-05-2026, and for all other notified goods until 01-11-2028, after which IS 13252 (Part 1):2010 and IS 616:2017 are withdrawn.Electronics and Information Technology Goods (Requirement of Compulsory Registration) Order, 2021 · S.O. 4997(E) dated 29-10-2025 · General Note 2(C) of the Import Policy
- 3Obtain Extended Producer Responsibility certificates under the Battery Waste Management (Amendment) Rules, 2023 before import. Quote the EPR certificate reference on the bill of entry alongside the BIS R-number.Battery Waste Management (Amendment) Rules, 2023 · S.O. 3984(E) dated 22-08-2022 · S.O. 4669(E) dated 25-10-2023
- 4Ensure compliance with DGFT Notification 13/24-25 dated 20-05-2024 with respect to paragraph 2.31(1)(b) of the Foreign Trade Policy 2023, paragraph 2(c) of the General Notes to the Import Policy, and Policy Condition 5 of Chapter 85. Verify these conditions against the specific product category and intended end-use before filing the bill of entry.DGFT Notification 13/24-25 dated 20-05-2024 · Policy Condition 5 of Chapter 85 · General Note 2(C) of the Import Policy
- 5Ensure compliance with CBIC Instruction 27/2025-Cus dated 26-08-2025, paragraphs 1 to 4, and with the Bureau of Energy Efficiency (Appliance Labelling and Compliance) Regulations, 2026. Quote the BIS R-number, EPR certificate, and BEE labelling reference on the bill of entry; customs verifies each independently.CBIC Instruction 27/2025-Cus dated 26-08-2025 · BEE Notification 5506/BEE/S&L/AL/2025-26 dated 26-12-2025
The single most common error on this tariff line is registering the entire lithium-ion battery consignment under IS 16270:2014 alone, overlooking that power banks require a separate R-number against IS/IEC 62368 (Part 1):2023 and that lithium-system portable sealed cells are governed by IS 16046 (Part 2):2018. Each standard corresponds to a distinct product category with its own R-number; a consignment mixing storage batteries, portable cells, and power banks under a single R-number is scope-mismatched and subject to detention at the port of import.
