HSN 8504 23 30 (power transformers with capacity exceeding 1,00,000 kVA but not exceeding 2,50,000 kVA) is subject to Bureau of Energy Efficiency (BEE) appliance labelling and compliance obligations under the Bureau of Energy Efficiency (Appliance Labeling and Compliance) Regulations, 2026. Importers must ensure conformance with the energy-efficiency labelling regime before customs out-of-charge.
- Compliance certificate from BEE
- Energy label declaration from BEE
- 1Ensure the transformer consignment complies with the Bureau of Energy Efficiency (Appliance Labeling and Compliance) Regulations, 2026 before filing the bill of entry. Compliance documentation must be uploaded in e-Sanchit prior to out-of-charge.BEE Notification No. 5506/BEE/S&L/AL/2025-26 dated 26-12-2025
- 2Affix the BEE-mandated energy efficiency label to each transformer unit in accordance with the Appliance Labeling and Compliance Regulations, 2026. Consignments bearing non-conforming or absent labels are liable to detention pending rectification.BEE Notification No. 5506/BEE/S&L/AL/2025-26 dated 26-12-2025
The most common error on this tariff line is treating the BEE labelling obligation as a post-clearance matter. The Bureau of Energy Efficiency (Appliance Labeling and Compliance) Regulations, 2026 require the energy label to be affixed and compliance documentation to be in order at the bill-of-entry stage; consignments cleared without the requisite label are subject to detention and demurrage until the non-conformance is resolved.
