HSN 8504 10 20 (ballasts for compact fluorescent lamps) is subject to Bureau of Energy Efficiency (BEE) appliance labelling and compliance obligations under the Bureau of Energy Efficiency (Appliance Labeling and Compliance) Regulations, 2026. Central Pollution Control Board (CPCB) Extended Producer Responsibility (EPR) authorisation under the E-Waste (Management) Rules, 2022 applies concurrently for importers of parts, consumables, and spares of fluorescent and other mercury-containing lamps, with an exemption for micro-enterprises as defined under the MSME Development Act, 2006.

The most common error on this tariff line is failing to obtain CPCB EPR authorisation on the assumption that it applies only to end-of-life collection obligations rather than to the import stage itself. EPR authorisation is a pre-import requirement for covered product categories under Schedule I of the E-Waste (Management) Rules, 2022; a consignment without current authorisation is liable to detention at the port. Note that the micro-enterprise exemption under the MSME Development Act, 2006 must be documented proactively — it is not automatically applied by customs.
