HSN 8504 10 10 (Conventional type ballasts for discharge lamps or tubes) is subject to the Bureau of Energy Efficiency (BEE) appliance labelling and compliance regime under the Bureau of Energy Efficiency (Appliance Labeling and Compliance) Regulations, 2026, issued vide Notification No. 5506/BEE/S&L/AL/2025-26 dated 26 December 2025. Importers must ensure the product meets the prescribed energy-efficiency labelling standards before clearance at the bill-of-entry stage.

The Regulations, 2026 are recently notified and the most common error is importing stock manufactured or shipped before the enforcement date without verifying whether transitional arrangements apply to the specific batch. A consignment bearing no BEE-prescribed label — or a label formatted to an earlier schedule — will be treated as non-compliant at the port examination stage, attracting detention and demurrage regardless of the manufacturing date declared on the invoice.
