    Where the imported parts under HSN 8503 00 90 have an end-use in wind-operated electricity generation, obtain a REEIMS registration from the Ministry of New and Renewable Energy before the consignment is dispatched. Submit the registration application at least five days in advance for sea or land cargo, and at least two days in advance for air cargo.

    Each REEIMS registration is valid for three months and is specific to a single designated seaport, airport, or land port; multiple consignments may however be processed under a single registration. Declare the intended end-use of the imported parts/components in the REEIMS portal at the time of registration.

    Note that transmission shafts and power take-off (PTO) shafts are classifiable under tariff item 8483 10 99, not under 8503 00 90. Misclassifying such components under this CTI risks classification disputes, assessment amendments, and detention at the bill-of-entry stage.

A word of counsel

The most common error on this tariff line is importing parts intended for wind-energy projects without a current REEIMS registration, treating the Free-import status as unconditional. The REEIMS condition under Policy Condition No. 9 is end-use triggered — if the parts are destined for wind-operated electricity generation, the registration obligation is absolute regardless of the Free-import classification, and an unregistered consignment is liable to detention at the port of import. Verify end-use with the purchaser in writing before placing the purchase order so that the REEIMS application can be filed within the mandatory advance window.
